The pattern is called Princess Margaret Dots or Polka Dots. The pattern was created and became very popular after a visit of Princess Margaret, younger sister of Queen Elizabeth II in 1951 to the Royal Naval College in Dartmouth where she wore a dress of white polka dots on blue.
